Most lists of AI companies are advertisements with a table on top. This one is written by an agency that appears on it, so we have set out the method first and disclosed our own entry plainly. Use the table to shortlist, then use the checklist at the end to pressure-test whoever you talk to.
How we chose these companies
- We started from agencies that publish an AI or machine learning practice and have shipped AI features to production, not only consulting decks.
- We fetched each company's Clutch profile on 30 September 2026 and recorded the headquarters, employee range, hourly rate band, minimum project size, review count and overall rating as shown that day. Where we could not load a profile, we say so and cite no rating.
- We favoured firms whose minimum project size is reachable for a seed or Series A startup, roughly $5,000 to $50,000.
- We excluded large consultancies whose AI work is aimed at enterprises with seven-figure budgets.
- The order is alphabetical after Techparser, which is listed first only because it is ours. Read the disclosure.

What the table does not tell you
Ratings on Clutch cluster between 4.7 and 5.0 for every agency that has been trading for more than a few years. They are useful for ruling out firms with unresolved disputes, not for ranking. Rate bands are self-reported. Employee counts vary by 2x between LinkedIn, Clutch and data brokers for the same company. Treat all of these as rough filters and put your effort into the questions below.
How to choose an AI development company
- Ask for an evaluation set from a past project. If they cannot show how they measured whether the model was good enough, they were guessing.
- Ask what the feature does when it is wrong. Abstain, escalate, cite, or gate; the answer should be specific.
- Ask for a per-request cost model. Inference cost scales with usage, not with users, and it should be estimated before the build.
- Ask which model providers the architecture supports. A single vendor SDK welded into the product is a rewrite waiting to happen.
- Ask for a link to a live app or product, and check the store listing yourself. Screenshots are not proof.
- Ask who owns the prompts, evaluation data and fine-tuned weights at the end. The answer should be you.
